There doesn't seem to be a way of resizing the Evince window horizontally, while vertically it can be dragged from the top only.

For me ALT+ right click lets me resize any window in any way I want.

Looks like it may be an issue with the gtk3 theme - I just tested and find the same with default theme.
Works fine for me with Adwaita either dragging edges or corners, or using keybind.
I'll raise an issue about it on github.

I found a theme fix (I think it is a client-side-decorations issue with gtk3) https://github.com/BunsenLabs/bunsen-themes/issues/9.
NB the theme guru (@hhh) may know of other consequences, but in the meantime you can copy the theme directory of the theme you are using, from /usr/share/themes to ~/.themes and edit the "margin: " line in gtk-widgets.css, as described in the github link. Reload the theme, restart evince, and edge dragging should be restored.

I too observed this behaviour with Evince (Bunsen theme). Have changed the margin setting from 0 to 10 in the /* CSD hack */ which is at the end of the file gtk-widgets.css and confirm that has restored edge dragging to Evince
