It appears that only CrunchBang Waldorf is working fine for me regarding my wifi pci/usb connection. Mint 17.1 (but also Debian 7.7.0, Fedora 21) is showing on the contrary :
$ sudo rfkill list
0: asus-wlan: Wireless LAN
Soft blocked: no
Hard blocked: no
1: phy0: Wireless LAN
Soft blocked: no
Hard blocked: yes
Hardware and distribution Auss Laptop F55 / Linux Mint 17.1 (Ralink rt2800pci)

The problem was coming form asus notebooks and kernel, wlan was disabled at boot up, Crunchbang was correcting the problem... how, that is still the question.
solution for asus users on other distros, providing you are on an asus notebook with driver installed and fn keys not giving results :
Run this command on the terminal :
gksudo gedit /etc/modprobe.d/asus.conf
Add this line :
options asus_nb_wmi wapf=4
Reboot
