The only problem I have with #!++ is that the concept not only goes against Corenominal's express wishes, it also uses his face. An Englishman's face is his own private castle.
In hindsight, a more restrictive license than the WTFPL might have been in order

AFAIK, corenominal doesn't state what his personal photos are licensed under and they're completely separate from #!, so they're not under the WTFPL or GPL. All of corenominal's images/works are automatically copyrighted no matter what and his site even states "© 2015 Philip Newborough."
IANAL, but I'm pretty sure using someone's face to represent your product without their permission is also illegal in most countries.

As I understand it... you post it on Twitter, you kiss it goodbye. The reworking of it might be considered defamatory/vilifying, but then you can get away with a lot due to it being "artistic". I'm not an attorney though, and it all varies by country.

but the image isnt an exact copy but more of a monochrome cartoonish replication and facial features are obscured making it unrecognizable

But that's just my opinion. So if I evcer create any distro, it will be done like that. The ISO offered for download would be the official debian netinstall.iso, and instead I would be offering a install script that does the rest to make it my distro. Sure, I would have to keep somethings outside Debian. like Wallpapers, icons, themes, custom pipemenus, a few config-files and things like that. But not all that much...
That is exactly what I am setting up now. The GitHub organisation will hold our community artwork, scripts and configs. The idea is that after a netinstall, one clones the github repositories and runs the install script that installs packages and puts everything into place. Once this is working, we can move on to something more complicated such as providing scripts that locally build .debs so apt or aptitude can track installed items. But hey, walk before you run and all that.

The instant I have created something, I loose interest and move on to the next project. I've already downloaded the deb8-theme from your github. Looks very nice. But that's just the topping of the cake. I'm waiting to see what's inside.... Exciting times indeed. Lots of people popping up with ideas and projects, being creative. That's how I like it.
It's obviously sad that #! is at the end, but if we are going to be honest....,we have to admit that all this new creativity never would have happened without Phillips decision. It is this decision that has triggered others to step up and become better, and in that sense, something good is actually coming from it...

I wonder what Corenominal meant by 'Oh my'? CN's Twitter post of the controversial image
The original cover was a calculated marketing move by the Sex Pistols management (Glitterbest?) to move more units, nothing more. They wanted as many images of the Queen (in tightly rolled bundles) in their pockets as they could possibly get!
It was more about money and fame than any real call-to-arms 'Anarchy'. The image itself has, much like that of the Kings Road mohawk 'punks' become something of an icon of London and Englishness, more 'Seaside postcard naughty' than outright offensive.
