Mouse Scroll issue, the faster I scroll the slower it scrolls.

I have an interesting little issue. On my Lenovo X230 laptop, when I use an external mouse it seems to have an interesting issue where when I scroll fast with the scroll wheel, it does not scroll or scrolls slowly. So I have to scroll very slowly, like one little notch at a time to get it to scroll down pages.

Anyone know of a way to fix this?

Is it a wired or wireless mouse?  What brand?  Does scrolling with the scroll wheel behave as expected with other distros on this laptop, or as expected on other laptops?

I installed vimfx plugin for iceweasel and now I just scroll with keyboard shortcuts, but I am interested in finding out what is going on.
