Just what I've been looking for -something easy for the eyes for overnight nerding.
Hoowever I can't get it installed I also tried twoion's .deb package. The IceDarker icon set was no problem. Dunno what I'm doing wrong now... hints?

Download, extract, copy to ~/.icons or /usr/share/icons. You will need to restart lxappearance for them to show up.

Thanks HoaS, but that worked. IcyBlack doesn't show up in lxappearance.

Just worked for me in a fresh #! install:
Did you restart lxappearance?
EDIT: You have downloaded the openbox theme -- you want the IcyDark icons from here:

Click on the "Download" button & unzip it.
EDIT AGAIN: oops, just read your question again -- you already have the icons, but you want the openbox theme, right?
You need to use the openbox "GUI config tool" -- Openbox main menu → Settings → Openbox → GUI config tool

Yap... I'm not familiar with theming so I followed the instructions here... restarted lxappearance multiple times, rebooted the laptop twice...
Openbox-3 is the theme folder, here's top of the themerc:

I tried changing the folder name to IcyBlack which helped nothing. Also copied the whole shebang to my .themes which made no difference either.
I just noticed I have also IcyDark in /usr/share/themes, that must be what twoion's .deb created.

You have copied the contents of the theme directory
/usr/share/themes/openbox-3/
You need to have
/usr/share/themes/IcyBlack/openbox-3

oops, just read your question again -- you already have the icons, but you want the openbox theme, right?
You need to use the openbox "GUI config tool" -- Openbox main menu → Settings → Openbox → GUI config tool

Naturally it won't show up in lxappearance, because its the Openbox theme, not the gtk. Use obconf (Settings->Openbox->GUI Config Tool) (EDIT as @HoaS already told you )

Now this is a bit weird one. menu.xml says:

When I go and click it, it opens lxappearance. Always has

Ummmmm.... I just changed the menu so it's now full path /usr/bin/obconf. Still launching lxappearance. Started looking for another menu.xml file... and found out that the one in my .config/openbox actually has a duplicate entry. lxappearance comes up right under "Edit default applications" - but it doesn't actually show in the menu at all. Nope, I did not put it there - I've not even heard of lxappearance before read this thread...
Good thing I think troubleshooting's fun
Removed the duplicate, now have only one of each and things seem to work

Simply great stuff (both the gtk & Openbox theme)! Works perfectly with all my programs. The only one I have a tiny issue with is LibreOffice but that's because they do some weird stuff; when you go "dark" certain things change automatically. So I'll keep my old theme for LibreOffice alone.
If you do find a hack to run a gtk3 app with a specific theme I hope you share that here. I've been looking but haven't found a way as yet.
