Many/Most forums I use can do this, the simple clicking on a posted link opens up a new tab, rather than replacing the #! page. Yes, I know I can right click and open in new tab. Is this forums behaviour by design, by limitation of functionality, or some other reason?

What browser are you using? It does it for me in Iceweasel and Qupzilla.

Iceweasel v24.6.0:
Clicking - opens the link in the same tab
Centre-click - opens the link in a new tab
Right-click - gives a menu with the top three choices:
Open Link in a New Tab
Open Link in a New Window
Open Link in a New Private Window

Sector11 is right, I read centre-click even though you never stated that.

I think many other forums, by design, include a target attribute in the automatic markup around web links; this is the old-school way of forcing a link to automatically open in a new tab.

I rather like using a target attribute .. blank gets you a new window, and you can then still refer back to why you were following it, or go off following other links without losing your place in the thread..
Might be old school, but I'm old, and sometimes the old way of doing things is better than the new.. just compare win8 to earlier versions...
Blessed is he who expecteth nothing, for he shall not be disappointed...
