Login
sudo invoke-rc.d slim stop
sudo apt-get update
sudo apt-get upgrade
sudo invoke-rc.d slim start

I am on a 32-bit system and have not had any problem upgrading libc, which seems to be at the root of this.
If you are hit by this, post output of
uname -r
apt-cache policy libc6 libc6-amd64 libc6-i686
to collect more info on the conditions in which this occurs.
As of now I don't think this has been reported to the Debian Bugs list - I could not find anything.
I can't do it myself since I can't reproduce the error.
As of now it is unclear to me if the situation can be recovered without re-installing.
The remedy for now is
- Make sure to create the root user if you have not done so already
sudo passwd root
- Boot into #! in recovery mode
- Run
sudo passwd root
- Get out of the shell by entering
Ctrl+D
And your system should complete booting into run-level 2.
