What is the best way to go about upgrading from #! 9 to the newest release? I don't want to do a fresh install.

There's is no best way. The old release was based on Ubuntu, the new release is based on Debian. Backup your data (~/ folder) if you don't have a separate /home partition.
Of course it might be possible to change the Ubuntu repositories to karmic - and to perform an upgrade thereafter. But this is by no way a recommendation.

Alright...Will my config files be compatible with the new release?

Those related to tint2/openbox/etc. in ~/.config/ will quite definitely work. You just have to copy your old files over the newly created ones after installing #! (Crunchbang copies the default config files from /etc/skel to ~/.config/ for newly added users after installation)
It is possible that you need to adjust the locations in other configuration files (but this is no big deal and probably no needed), depending on the software.
There have been version changes in applications, but if you encounter problems you can ask here. It should all work well.
