I have my modem driver and all the files required for it but when I run hsfconfig I get this error: http://pastebin.com/dKkx15Np and I have already installed that linux-headers package and all it's dependencies as .debs.

You may want to check that the symbolic link "/usr/src/linux" actually exists and that it points to the appropriate kernel headers for the kernel you are trying to build against. Personally, I do not have a "/usr/src/linux" symbolic link.
