OK so 2) worked, meaning you've got individual icons for each user (all symlinked to the default icon I guess).
The icon choice is up to the Administrator. I only had 1 account, so to add one be root and...
... gives me a new account in LightDm w/ the default bald-guy avatar. Create the /var/lib/AccountsService/users/guest file with the content...
[user] SystemAccount=false Icon=/var/lib/AccountsService/icons/guest.svg
... (or icon-name of your choice) and add the icon to /var/lib/AccountsService/icons...

I have updated my last post with link to a google chrome theme to better match chrome to this theme.
Thanks, it is as good as I could get it I guess. Google doesn't really let you do much to the window. Things that were on my wishlist:
Change the tab shape
Remove the white bevel on the tops
Use the icon theme for the icons
Use more blue on hover states of buttons and stuff
Change color of location bar
Change color of a few other things that seemed unaffected, mostly borders on things
You will see some blue if you go incognito.
Updated my post to have a link to the scrollbar extension, which will make chrome scrollbars match the theme:

hhh, you should add this to a github repo so pull requests can be performed if things are found to be missing or need improvement. I also think there might be better chance of inclusion.
