Yes, that's a real problem with vaguely worded legislation. It could really be interpreted like that.
Some may say, "oh that's ridiculous" but the truth is when any potentially freedom restricting laws can be abused they invariably are. We have seen far too much of this sort of thing already and it continues to happen because not enough of the population are fighting back.
