Since the recent upgrade to Iceweasel 18.0 apparently it does not accept the german language package (although it is installed correctly).
So i installed the language package helper add-on (2.31) and tried to choose in its panel german as a language. In some way the download seems to fail but the iceweasel session changes to german anyway. But when i reboot all is the same as before.
So i directly installed the *FIREFOX* german language package (for amd_64): That works, but i'm not sure if this is a reasonable way since, e.g., the denomination Iceweasel is changed to Firefox (in the panel also the firefox logo appears and not anymore those of iceweasel) although in the "About" there is still Iceweasel 18.0 (not Firefox). So, i'm afraid there might be also some deeper mismatch between the Firefox language package and those of Iceweasel . . . (?)
Any ideas in regard?

I had the same problem but with French: after the upgrade, Iceweasel was back in English.
I did:
sudo apt-get purge iceweasel-l10n-fr
sudo apt-get install iceweasel-l10n-frAnd then I rebooted.
It's now in French...

Your advice worked perfectly. I do not understand why it didn't work by the normal upgrade but now it's ok!
Thanks again!
