I'm considering a tower upgrade when I can afford it. In order to obtain long-term usability, I'm hoping to get a tower w/ram upside, a fairly good processor, an intel chip (my impression is linux "likes" intel), and a dedicated graphics card. Of course I'm budget conscious.
I'd love to hear some recommendations.

Personally, if you can upgrade, I go new. Get one of those cheap mini-computer.

Well, I'm hesitant to get a budget tower because I'm afraid I won't be able to expand the system (ram, graphics, multiple HDs). I want the upgrade to last numerous years.

This should give you some ideas.
To keep costs to an absolute minimum instead of an Intel CPU get an AMD APU & high speed RAM (2133mhz+ as it makes a big difference to the FPS in games on an AMD APU) & skip the video card.

^ Remember that AMD is not loved by smxi...at least, not anymore. If you go this route, you might want to find out which APU you're getting and bounce it off the graphics gurus here to make sure it will perform adequately out-of-the-box.
