I didn't know that about RNA, I only knew of rRNA and tRNA until I googled RNA. But in my search of information I came across a study on tomosyn, this seems to meet your riddle and deals with the mind. So I think it might be that, also since it is a article from 2011and you said it is new.

pedantic would be a riddle that has more than one answer but only one of those answers is deemed "correct"

I am good for now, I will keep trying to figure it out. It seems to me that it is a protein and it is a protein that deals with the mind, or the functions that the mind sends out to other places

it is not a protein, as proteins are the product of both transcription (DNA to RNA) and translation (RNA to Amino Acid sequence)
so proteins don't meet the requirements of the second line

very closely related, the genetic code is DNA which would be the "instructions" mentioned in the riddle

not a codon, or a protein... both do not satisfy line 2
codons are found on mRNA and are translated into the amino acid sequence of a protein
rRNA almost fits the bill, except ribosomes, the structures that have the biological function, are made of both rRNA and proteins
