web time restrictions

Hello,

now that the problem of web filtering has been solved thanks to the help of many, I have another thing I would like to do. I would like to block internet time, so that my children wouldn't use the internet all day long, but only at certain times.
What is the easiest way to do it?

Either via using the option in your router, you could take the network interface down with a cron job at certain times or doesn't OpenDNS have a time restriction option?

Time restrictions via Opendns won't work as the computer will cache dns queries.

Unfortunately I am on a network and don't have access to the router and opendns doesn't provide the time restriction function. Is there a piece of software that would do that?

p.s. what is cron job and could I use it to block internet access?

You could write a script that kills the internet at a certain hour (or hour usage).  And have this
script runs as root at startup.

It would be great,

the problem is that I don't know how to script.
I can follow directions and understand the overall logic of scripts, but I am not able  to write one from scratch.
If anyone could guide me in the right direction I would be really happy,
