Multiple Grubs on Differend Drives.

1.  I have a system that is configured as follow:
     -  sda1 Win 7
     -  sdb1 Ubuntu 12.0 (Grub2)
           sdb2 swap
     -  sdc1 Win XP pro
     -  sdb5 Mint 12.0 (another Grub2)
           sdb6 swap

2.  The Ubuntu 12.0 and Mint 12.0 OS’s were installed with only one hard drive installed at a time and, thus I have separate Grub2’s.

3.  I modified the Grub’s to be identical, containing Ubuntu and Mint in their menus.

4.  I am accessing the systems remotely and switching between Linux OS's by using
     “DEFAULT=saved” and
     “grub-reboot 0” or “grub-reboot 5” and
     “update-grub”

5.  Unfortunately, the “update-grub” only updates the grub from the currently running OS.  However, when I boot the grub from Ubuntu runs.

Can I point to which Grub to update?  Or, can I get rid of one Grub and only use one for both, including the update-grub function?

You should manage grub from one of the OS's you have installed. You can choose which one.
