I asked a question in a recent discussion on the org-mode mailing list about Emacs reporting that info pages do not exist. A reply indicated that this is not unique to me. To quote from that thread:

Is there some trick to getting (all?) the info pages in Emacs? If I press `C-h m` I do get a list of the sections of the info manual, but I've also encountered the message about info pages not existing when looking up non-org-mode functions.

I use the unstable emacs-snapshot-gtk package from http://emacs.naquadah.org/ under sid.
I have no problems with it,and the org-mode info is available.
