There's native linux implementations of VNC that are compatible with windows, like real VNC. Why are you trying to install VNC in WINE?

You're using this package?...
http://packages.debian.org/squeeze/tightvncserver
You only need Wine to run a Windows program under Linux. That is a Linux program. In Crunchbang, open your Run dialog (Alt+F2) and enter "tightvncserver" without quotes. You'll need a vnc viewer on the other machine you're using. Assuming that's a Windows machine...

Wine programs won't show up in the Openbox menu or the D-Menu (Alt+F3).
Wine programs can be found in the .wine/drive_c/Program_Files (this is hidden folder). You can run these apps from the command line, Run dialogue (alt+F2) or add them to the Openbox menu.
e.g.
wine "/home/user/.wine/drive_c/Program Files/windowsprogram.exe"Tnat being said I must agree with everyone else that it seems pointless to run a program though Wine when a very capable and compatible native Linux app is in the repos.

Some application is running hence you may get that lock is unavailable. you can delete the lock file manually.
