I think this is at discretion of the individual users, look at the Settings page of your profile:
E-mail settings
[x] Display your e-mail address to other users.
[ ] Hide your e-mail address but allow e-mail via the forum.
[ ] Hide your e-mail address and disallow e-mail via the forum.
Or is this only for the "Email" link below the avatar?

Oh yes, I just tried it with yours. If I click your "E-mail" it brings me to a page which looks like the PM section and offers to send it as e-mail.

yes, i think there is an option to send a user a regular email. however, i'm not sure whether that option is available for all, or just for me because i am a mod :S

Based on this bug-report my guess is that mail-notifications are an extension on PunBB-software and isn't installed here?
Use what you like. If you don't like it, improve it. If you can't, look for something else.

As a mod I always miss the reports link. Weird, perhaps it's because it only appears when needed.

I don't get pms often (except last week about the dutch farting contest) and it sometimes took me several days to notice I had one.

yes, it is interesting indeed. i notice anything 'off' about my screen when i go onto the forums. so new messages or new reports immediately catch my eye.

But if you only refresh a thread you are interested in you may never see the top of the page where the "New messages" display is for days.
Unless I am expecting a PM from someone I usually don't notice it the same day it is sent because of that.

In another forum, when you have a PM, a window pops up notifying you of it.
How about adding PM alert? I know I'm guilty of not seeing my PMs.

Same for me before I got into the habit of looking at "New Messages" first.
As much as I like this forum's monochrome scheme, I think it'd be better if the "New Messages" bit got colored a strong red or orange (a saturated hue that would work on both the dark and light scheme) each time we get new PMs. That's probably the simplest, least intrusive "solution". Pop-ups could work as well (though I'm not a fan), or possibly a redirect to a page saying "You have XX new messages", with click-able [View Inbox] and/or [Continue to Forum] options.

it seems different users use different approaches to navigating the forums. having a pop-up for a PM would be an annoying thing to me, personally. i'd enjoy it more if there were some other type of visual stand-out-ish kinda thing, like the one gutterslob suggested.
seeing how corenominal has said to be working on (or planning to) migrate to a new domain and a new forum with it, we might see something like this in the future (if corenominal picks up on this, that is)
